The collection consists of letters from civilians seeking passes to leave Richmond, Va. Among the petitioners are the chief matron of the hospital at Gordonsville who wishes to send her son back to his father in Baltimore, a gentleman seeking medical care in Baltimore, and a woman detained in Richmond by the outbreak of hostilities who wishes to rejoin her husband in the Nebraska Territory. People mentioned include Judge Robert Ould. Several of the letters are docketed, presumably by Winder.
